Sun on the Slufter

Rijksvastgoedbedrijf (Central Government Real Estate Agency), Rijkswaterstaat (RWS, the executive agency of the Ministry of Infrastructure and Water Management) and the Port of Rotterdam Authority launched the ‘Zon op De Slufter’ (Sun on the Slufter) tender on 30 January 2024. The Slufter dredging spoil depot will provide around 80 hectares of water surface for the realisation of a floating solar plant.
The Port of Rotterdam Authority and Rijkswaterstaat store contaminated sediment in this depot, and the two organisations jointly manage and maintain the depot on the Maasvlakte. To make smart use of scarce space, they aim to combine this existing operation with solar power generation. For that reason, part of the area is being offered for rent for 27 years.

By floating the solar panels in the dredging depot, no additional space will be needed to generate renewable energy at this location. The extreme western location of depot De Slufter makes it one of the sunniest places in the Netherlands. The area has the potential to accommodate an installed capacity of around 128 MWp, which would make it the largest floating solar park in Europe. This will generate an annual amount of sustainable electricity equivalent to the consumption of about 33,000 households and a CO2 reduction of over 50kton.

The Port of Rotterdam Authority is coordinating the tender process. This procedure is supported through the Mercell platform. Interested companies can visit Publication (mercell.com) to view the tender documents.

2019 market consultation
In May 2019, Rijksvastgoedbedrijf, the Port of Rotterdam and Rijkswaterstaat carried out a market consultation in preparation of the tender procedure for the Zon op de Slufter project. The market consultation for this project consisted of three parts: a plenary meeting, which took place on 8 May 2019, a written questionnaire, and a number of in-depth interviews. The report was published on 15 July 2019.
