The object of sale is a historical property (property id 91-1-20-9) owned by Senate Properties located in Kruununhaka, Helsinki. The property consists of:
• Plot and Existing buildings on it;
‒ Plot property id 91-1-20-9 (7,319 sqm)
‒ Building located in Maurinkatu –street (floor area approx. 4,306 sqm),
‒ Building located in Liisankatu –street (floor area approx. 3,669 sqm).
‒ The buildings have most recently housed the War Museum, which has ceased operations at the site.
• Residential building right;
‒ Planned residential building right in the courtyard of the exisisting buildings (approx. 3,000 building-sqm).

City plan change process:
• The block is under city plan change process. Its objective is to enable new use in the former military barracks buildings and on the unbuilt part of the plot.
• Currently the proposed use of the existing buildings is to be changed from general use to commercial and office use. The existing builidings are to be preserved based on historical values with separately specified details.
• According to the proposed new city plan the owner will be obligated to build kindergarten premises (approx. 600 sqm) either to one of the existing buildings or to the
new building.
• According to preliminary discussions with the City of Helsinki, the future use of existing buildings may be, for example, hotel or office use. The planned city plan does not allow residential housing to the existing buildings, care housing may be considered under certain conditions depending on the plan (purpose of use Y).

The building on Maurinkatu -street is located in address Maurinkatu 1, Helsinki. There are five floors total, including the basement and the unbuilt attic area on the 5th floor. The total floor area is 4,306 sqm (excluding the unbuilt attic area). The building was completed in 1883 and is connected to central heating. The frame of the building is made of brick walls and wooden mid-floors. Outside walls are made of massive bricks. The building has most recently housed the War Museum, which has ceased operations at the site in 2019. The existing buildings are to be preserved by the decision given by the Finnish government in 18.9.1980 in accordance to the act of preserving government owned, culturally and historically notable buildings (originally 278/1965, and later 480/1985).

The building on Liisankatu street is located in address Liisankatu 1, Helsinki. There are three floors in total, including the basement and the unbuilt attic area on the 3rd floor. The total floor area is approx. 3,669 sqm (excluding the unbuilt attic area). The building was completed in 1883 and is connected to central heating. The frame of the building is made of brick walls and wooden mid-floors. Outside walls are made of massive bricks. The building has most recently housed the War Museum, which has ceased operations at the site in 2019. The existing buildings are preserved by the decision given by the Finnish government in 18.9.1980 in accordance to the act of preserving government owned, culturally and historically notable buildings (originally 278/1965, and later 480/1985).

Surroundings
Uudenmaan kasarmi is located in Kruununhaka, Helsinki Maurinkatu 1 and Liisankatu 1.

Possibilities and purpose
There is a city plan change process ongoing on the block. A draft planning and evaluation plan (Osallistumis- ja arviointisuunnitelma) has been publised in May 2020. The objective of the process is to chance the use to commercial and office use and list the existing former military barracks buildings based on historical values. Also there is an objective to permit construction of new residential building to the plot no. 9 and to the plot no. 15. The planned residential building right is a total of 5,000 sqm., of which the part included in the object of sale is approximately 3,000 sqm.
According to the draft city plan commentary there will be a kindergarten placed on the block, either to one of the existing historical military buildings, or to the new residental building in the courtyard. The play area space for kindergarten use will be reserved from the courtyard, which the residents of the block will be able to use after kindergarten operation hours.
Also building an underground parking hall with driving to from either through the building on plot no 15 on Pohjoisranta –street side, or from Maurinkatu –street, has been researched in the process. Senate Properties has researched the possibility of dividing the plot into two parts, one comprising the existing buildings and the other a new building right, in which case the city planning process would continue independently with the two separate plots. According to Senate Properties the research indicate that the City of Helsinki should not have a legal obstacle to the division of the plot, even though the town plan change process has already begun.
