Development location Zuidas Amsterdam - Offices and Housing

The Central Government Real Estate Agency is establishing the perpetual leasehold of a development location in Zuidas, Amsterdam, by means of public tender. In this prime location, a new building consisting of an office plinth of four floors, two residential towers and a roof garden, can be realised with mixed use of housing (4,550 m2 GFA) and offices (6,475 m2 GFA), situated on an underground parking garage.

The Central Government Real Estate Agency is establishing the perpetual leasehold of the building land plots C2 and C3 (cadastral parcels known as Amsterdam section AB numbers 2148 and 3003) in Amsterdam. The plots collectively have an area of approx. 2,996 m2.

Location
The plots, which will be issued together in perpetual leasehold, are located in the Parnas area, which is part of Zuidas in Amsterdam.

Zuidas is close to the centre of Amsterdam, within easy reach of the A10 by car. With Station Zuid within walking distance, Schiphol airport can be reached in 6 minutes. All forms of transport come together here.

The Parnas area is bordered on the north side by the Spinoza district (part of the Prinses Irene district), on the east side by Parnassusweg, on the south side by the A10 and the future Zuidasdok, and on the west side by Buitenveldert Cemetery.

Possibilities and development plan
The current development plan is Maatschappelijk-1 (Social-1), on the basis of which is permitted a court, including courtrooms, office space, detention, foyer, etc. with associated yards and gardens, parking facilities and other subordinate facilities, and greenery. The municipality of Amsterdam, in close cooperation with the Central Government Real Estate Agency, has adopted a Memorandum of Principles ("NvU") for development on these plots. This NvU lays down the frameworks within which the municipality is willing to cooperate with a new development plan for:

• Offices, maximum 6,475 m2 GFA
• Housing, maximum 4,550 m2 GFA, divided into 88% (in numbers of homes) medium-priced rent and 12% (in numbers of homes) free sector owner-occupied homes
• Underground parking with up to 46 parking spaces

The bid price is the sum with which the obligation to pay the ground rent is redeemed. The bare ownership of the plots will be transferred to the Municipality of Amsterdam immediately after the establishment of the perpetual leasehold.

The temporary court building currently stands on plots C2 and C3. This building will be disassembled and removed, in which the top of the foundation piles will be sawn off. The plots will be delivered clean of rubble, levelled and grassed.

Procedure for issuing perpetual leasehold
The issue of the perpetual leasehold of the building land plots on Zuidas will take place by means of an open tender. There will be a (limited) preselection based on financial and administrative requirements. This involves proven experience in designing, developing, building or financing of at least two projects. At least one project must have a size of at least 3,500 m2 GFA and at least one project must involve an inner-city (re)development.

Following the (limited) preselection, parties will be invited to submit bids. The preselection closes on Tuesday 25 January 2022 at 11.00 am.

The Government offers the possibility of submitting an unconditional bid. Registration closes on Tuesday 29 March 2022 at 11.00 hrs.

Following the bidding, the Government will examine the acceptability of the unconditional bids. The Government will decide on accepting the bids and on awarding to the party with the most acceptable bid. The Government also has the right to make the award subject to the outcome of an integrity and/or solvency investigation.

The Bid Book with annexes will be available from 4 October 2021 and you can order it from 16 September 2021 for €75 via the Dutch page. Upon receipt of your payment, the Bid Book will be released as of 4 October 2021 and made available on your personal page. You will not receive a notification of this. The processing of your payment takes approx. 3 working days.
